LASER is a leading public sector energy provider, offering procurement, contract management, energy services and renewable energy to over 200 public sector customers with a combined spend of £450 million per annum. We have an exciting opportunity to join the procurement team as a Energy Procurement Manager in our growing Energy Division in Kings Hill.

The Energy Procurement Manager is accountable for establishing market leading Public Sector compliant energy procurement frameworks and buying customers’ energy requirements in accordance with their agreed risk strategies and products.

 

This position includes liaising with both internal and external stakeholders at director and senior management level to ensure the successful delivery of procurement solutions on behalf of customers. There will be a responsibility for making sure all procurement awards are conducted in accordance with the latest Public Sector Contract Regulations.

Key Duties

- Maintain an up to date view of energy supply/demand fundamentals and geopolitical factors influencing UK and European energy prices.


- Develop and implement new trading and risk management strategies to help facilitate a wider range of products with an increased number of suppliers.


- Monitor energy non-commodity charges taxes and levies and provide price forecasting/modelling information to assist customers with both short and long term price budgeting.


- Provide routine updates to the team and customers on relevant regulatory changes in energy policy and provide impact assessments for future pricing.


- Chair weekly market meetings on a regular basis and agree purchasing volumes in accordance with the authorised approach and strategy for each product.

- Execute wholesale trades via supplier optimisation desks and accurately record purchases made.

- Actively monitor the traded position for each product and seek to maximise customer potential value at all times in accordance with the agreed risk strategy.


- Make sure purchasing forecast shape and volume information is reviewed on a frequent basis and ensure this directly reflects the requirements of customers for each product as agreed with the Portfolio Manager.


- Develop excellent working relationships with suppliers and hold regular review meetings to help facilitate the improvement of all operational aspects of procurement products and supplier performance.


- Provide procurement and contractual support for Account Managers, Customer Service Teams and where necessary attend customer meetings.


- Present procurement reports and updates to the LASER Governance Panel and Customer meetings as required.


- Take the lead, where required, in all aspects of the development and renewal of energy related frameworks, ensuring compliance with the latest Public Sector Contract Regulations.


- Work with Commercial Services’ Procurement Team to improve contract structures and maintain requirements that are aligned with the latest changes in legislation.


- Have a detailed understanding of the terms and conditions of LASER’s energy supply/export contracts and manage the key risks and opportunities of the contracts.


- Assist in the evolution and understanding of renewable energy solutions for customers via aggregated procurement arrangements such as Power Purchase Agreements.


-  Actively seek to develop new product opportunities which will extend the range of LASER services and generate new income streams.
