Hampshire County Council and the Commercial Services Group launch joint venture to recruit and manage temporary agency staff
Hampshire has joined forces with Commercial Services Group to recruit temporary agency workers.
The joint venture company, Connect2Hampshire, will recruit staff in a wide range of roles across the authority to meet the growing demand for services, especially in social care.
In 2018, Hampshire County Council conducted a review of the suitability of their existing Managed Service Provider. The findings identified a number of key areas for development and improvement. These challenges include not only the financial cost implications of sourcing temporary staff via a third party agency, but also the ability to source agency staff of sufficient quality, and to retain good staff. In particular, these issues are common in the social worker agency pool, which has at times increased the risk to vulnerable users. The main reasons for this are considered to include:
- The performance of agency social workers do not always meet the desired or expect standard
- High quality agency social workers are difficult to recruit and retain

Connect2Hampshire was established following a comprehensive review of the external market, along with possible ‘in-house’ service.
Based in Basingstoke, the 16 strong team at Connect2Hampshire provides local access to both candidates and the Hiring Manager community.
They have successfully engaged and on-boarded a supply chain of 135 local and national agency providers, to support the direct fill of candidates sourced from their own talent pool. Following a go-live that was delivered on schedule and on time, the team have already established a talent pool with the quality and sufficiency to exceed expectations.
